I have the honour to invite your attention to the fact that at present there is no Extradition Treaty with Japan, and that it would be of considerable convenience to this Colony if such a Treaty could be negotiated. Last year there was a case of an Englishman who was guilty of embezzlement in Hongkong and absconded to Japan. It was well known to the Police that he was in Japan, but owing to the absence of any machinery for securing his rendition it was impossible to effect his arrest until he had proceeded to America. Similar cases are liable to arise at any time.
